I almost thought my search for an open source database engine that runs on OpenVMS was over! But alas...
Ingres is now available on OpenVMS Integrity
N.B. Includes download links, but the OpenVMS versions are 30-day evaluation and presumably not open source. There is a link to "community editions", none of which are for OpenVMS AFAICT. The source code is there, though, so if you really want it to run on OpenVMS, you can port it . . . uh-huh.
